I dont think this is just men. But as someone who has shamefully said this in the past and also had a girl use the "I'm a bad texter" line on me when she was 'half-interested', I can confirm this. From my experience, it is used when someone wants something casual but doesnt see the person as a priority. If you are really into someone and they are being flaky, the reality is they probably don't care enough.
